Government
The 1990 constitution entrenches a multiparty system, with an independent
judiciary and a bill of fundamental human rights. Executive authority
is wielded by a president, directly elected by universal suffrage for
a five-year term, renewable only once. There is a 72-member national
assembly, similarly elected for a five- year term, with up to six additional
non-voting members nominated by the president. There is also a 26- member
advisory national council, indirectly elected by the regions for a six-year
term. The president appoints a prime minister as head of government
and a cabinet.
